In January, just days after Chicago closed the books on its deadliest year in a quarter-century, Mayor Lori Lightfoot declared 2022 a “make-or-break year” for tamping down surging violent crime. This weekend, however, proved to be the year’s first major stumbling block.

CHICAGO — The Chicago Police Department has improved its training processes for officers and “devoted significant attention” to its foot pursuit policy, while also struggling with community engagement and building trust, according to a report on the department’s progress toward making court-ordered reforms.

CPD Supt. David Brown set a goal of 1.5 million such interactions this year. The Illinois attorney general’s office already likened the initiative to a “quota system” that’s “rife with significant downsides.”

While the Chicago Police Department is at some level of compliance with roughly three-fourths of a federal consent decree, a new report raises alarms about staffing, a delayed foot pursuit policy and efforts to build community trust.

The Illinois measure — which is on its way to Gov. J.B. Pritzker’s desk — requires all firearms, including 3D printed guns, to have serial numbers, which would effectively ban ghost guns. It’s the lack of those identifying numbers that has made the guns undetectable.

Chicago Police Supt. David Brown filed administrative charges last month against three officers involved in the arrest, setting in motion disciplinary proceedings slated to start Tuesday.
