In a signal that it might backtrack on statements about excluding authoritarian governments from the upcoming Summit of the Americas, the Biden administration is considering inviting a representative of the Cuban government after Mexico and other countries threatened to boycott the gathering of leaders around the hemisphere.

Biden administration officials are considering inviting a Cuban representative to the U.S.-hosted Summit of the Americas, a person familiar with the matter said, as Washington scrambled to head off a potentially embarrassing boycott by some regional leaders.

The White House has said it has not yet sent out invitations for the June 6-10 summit and refused to provide details.

The White House has not made a final decision on which countries will be invited to the forthcoming Summit of the Americas in Los Angeles, following warnings by Mexico’s president that he would skip the regional gathering next month if the authoritarian leaders of Cuba, Venezuela and Nicaragua are excluded.
