MINNEAPOLIS — Mayor Jacob Frey failed to implement the city's emergency protocols when responding to protests and riots that erupted across Minneapolis after George Floyd's murder in the 10-day period starting May 25, 2020, according to a long-anticipated report given to City Council members Tuesday.
