Vanuatu's PM launches ambitious 100-day recovery plan

Vanuatu prime minister Jotham Napat has put a business-led earthquake recovery at the centre of his first weeks on the job, confirmed in the government's first 100-day plan.

Mr Napat is leading a five-party coalition, negotiated after a snap election on January 16.

Since taking office in February, the Tanna-based MP has wasted little time whirring the government into life, launching a post-earthquake economic stimulus package and now, the 100-day plan.

"We have gone through so much as a country, from political crises to the recent earthquake, which has significantly impacted our government revenue," Mr Napat said.

"This plan is an opportunity for us to come together and address key areas that will drive our country forward."

With more than 80 actions across 65 priority areas, Vanuatu analyst Anna Naupa said the government's ambitions were significant.

So too is the government's transparency.

"The fact that it exists is really important, and the fact that it's been made publicly available ... and they held a press conference on it, that's a really important step," she said.

The $A29 million stimulus package includes funding for demolition work in Port Vila's CBD, rendered unsafe and cordoned off to the public in the wake of December's 7.3 magnitude earthquake, and wage subsidies for roughly 800 employees left out of work.

The tourism-dependent Pacific nation has also launched a new marketing campaign to keep visitors arriving.

The 100-day plan goes further with economic growth plans, including a review of price controls, plans to introduce another fuel provider to boost competition, and reducing public holidays.

Vanuatu has 14 national public holidays, with further regional holidays enjoyed not just in those places but also by workers from those places.

"It's a real productivity issue. The public holiday (reform) links neatly with what the government said about being much more focused on accountable government and one that performs well," Ms Naupa said.

She said the government conducted high-profile consultations in the lead-up to the plan and appeared to be listening.

"There was a big business sector meeting that Prime Minister Napat and members of his cabinet had with the private sector, particularly in Port Vila, and you can see that reflected in activities related to recovery and the economic stimulus packages that they've already started to roll out," Ms Naupa said.

The 100-day plan also includes a suite of infrastructure works.

"You would expect them to be focusing on recovery, given the brutality and trauma of the earthquake," Ms Naupa said.

"No government in Vanuatu, regardless of who is at the home, has the luxury of not dealing with a recovery activity."
