Construction has begun for a community centre in South Jerrabomberra, which is part of bigger plans to transform the area.
Developer the Village Building Co is creating a centre with gallery space, a showcase of farming history and a commercial catering kitchen just across the ACT border.
A sod turning ceremony was held for the community centre on Friday.
A large park area is also being developed. It is set to include children's play centres and splash pads. A more than 2 hectare dog park will be a feature.
"This will be a really community-centred place, the ACT regional manager for the Village Building Co, Jamie Cregan, said.
"It is a very comprehensive park and one of a kind in Australia."
About 1.2 hectares of community orchards and gardens will be available for nearby residents to use.
These services are expected to be completed early next year.
The community centre and park area is part of the first stage of development for a broader town centre in the region.
Development applications have been submitted for further construction in the area.
When complete, the town centre is proposed to include medical facilities, retail and dining strips, along with a pool.
Mr Cregan said the area will be an "exemplar" of planning for communities in the Canberra region.
"The level of amenity is very high, in my opinion," he said.
