Wright now faces another Australian in the final four, with Molly Picklum also advancing in Sunday afternoon action.
Two-time world champion Wright found the winning wave late in the heat, scoring an 8.00 for a combined two-wave total of 12.17 while Gilmore's tally was 11.17.
Wright is looking to go one better after her runner-up showing at last week's Billabong Pro at nearby Pipeline.
Picklum overcame defending Hurley Pro champion Brisa Hennessy in a low-scoring affair.
The 20-year-old NSW central coast surfer pipped the Costa Rican 8.67 to 8.40.
In the men's event, Australia's rankings leader Jack Robinson powered into the semi-finals as he chases consecutive trophies.
Winning the Billabong Pro, Robinson outclassed American Nat Young by opening with a barrel ride to score 7.43 and then wrapped up the battle with an impressive 7.33.
Young's best two waves totalled 9.33.
Robinson will next face American Griffin Colapinto, who eliminated Ethan Ewing.
Queenslander Ewing, who made the semi-finals at Sunset last year, and Colapinto both struggled to find waves with the Californian making the best of the conditions for a total score of 13.50 to beat Ewing's 9.16.
