The Brazilian was part of the squad that flew to Oslo on Tuesday afternoon but was not named as part of the side named by Erik ten Hag.
United say Fred's omission from the match is 'purely a precaution' because he is managing his workload after returning for training at Carrington last week.
In his absence, United have selected a midfield three consisting of debutant Mason Mount and academy products Hannibal and Kobbie Mainoo.

It remains to be seen if Fred will be considered for selection when United face Lyon for their second pre-season friendly fixture in Edinburgh next week.
The 30-year-old has already changed agents amid the possibility of leaving this summer. Fulham are interested in Fred, who has entered the final year of his contract at Old Trafford.
United have already bolstered their midfield with the addition of Mount and have planned for an outgoing in the department.
After the FA Cup final last month, Fred conceded he could have played for United for the last time.
