Stephen Kenny's side have no points on the board after two defeats in their opening matches against France and Greece.
Gibraltar, however, are bottom of the group on goal difference following consecutive 3-0 defeats to Greece, the Netherlands and France.
Overall, Ireland are heavy favourites, but both teams will be eager to get up and running in Group B.
