What council is spending developers' millions on amid Knowsley's housebuilding boom

A boom in housebuilding is bringing in millions of pounds in developer contributions to Knowsley.

Knowsley Council received over £5m in money from developers last year, it has been revealed in a report released ahead of a meeting to be held tonight.

Nearly £2.5m of that money has been set aside for open spaces in the borough with almost £1.7m earmarked for affordable housing.

A further £800,000 is for highways projects and £29k for “town centre promotion.”

The figure, totalling £5.4m, comes from multiple developments in the borough via Section 106 agreements.

These are arrangements between the council and developers which are usually decided during the planning process to pay for services and infrastructure needed due to the development.

According to the report, a further £5m has been secured through agreement, with most of that coming from the Halsnead Garden Village development, where Bloor Homes Ltd and Maro Developments have agreed to pay the council £3.29m.

That money is mostly due to be spend on increasing primary school provision at a cost of £1.3m and developing just over £1m of green spaces. It also includes funds to be set aside for early years provision, a community play area, garden and orchard, sports provision and to accommodate additional medical and dental needs.

The council expects next year’s Section 106 yield to be “significantly higher” again, with over £13m from the East of Halewood developments alone.

Money that has been spent from Section 106 agreements to date and used on improving the borough’s parks and green spaces has, in some cases, been used in conjunction with other sources of funding, according to the report.

Around £250k went on the Oak Plantation community woodland in Huyton, and other sums included £3k towards Cyril Cook Park with £8k being spend on Mill Dam Park in Kirkby.
