
Lucknow: A Hizbul Mujahideen (HM) terrorist, who was absconding for the last 18 years, has been arrested in a joint operation by the Uttar Pradesh Anti-Terror Squad (ATS) and Moradabad police, an ATS spokesman said here on Saturday.
The spokesman said during the Saharanpur unit of ATS got a tip-off that Hizbul Mujahideen terrorist Ulfat Hussain alias Mohd Saiful Islam alias Afzal, a resident of Fazalabad village, Surankote in Poonch district of Jammu and Kashmir, was residing in Moradabad. "Acting on the information, the ATS and Moradabad police arrested Ulfat on Friday," he said.
He said that Ulfat was involved in anti-national activities and was wanted by Katghar police in Moradabad district under various sections of the Indian Penal Code (IPC), CLA Act, POTA, and the Arms Act.

He said, "Earlier, the absconding terrorist was arrested on July 9, 2001, during which 1 AK-47, 1 AK-56, 2 pistols, 12 hand grenades, 39 timers, 50 detonators, 37 batteries, 29 kg of explosive substance, 560 live cartridges, and 8 magazines were recovered from his possession."
The spokesman said that the Additional Chief Judicial Magistrate (14) in Moradabad district had issued a permanent warrant against the accused on January 7, 2015, and March 5, 2025, in this case. "The Moradabad police have also announced a reward of Rs 25,000 on his arrest," he said.
He said that as per information revealed by Ulfat Hussain, he had been a member of the terrorist organisation Hizbul Mujahideen. "Ulfat had taken training in Pak-occupied Kashmir between 1999 and 2000. After training, he came to Moradabad, where he was planning to execute some major incident," he said.

The spokesman said that Ulfat was wanted in two cases, including one in the Moradabad district of UP and another lodged at Surankote police station in Poonch district in Jammu and Kashmir. "The arrested terrorist is being interrogated, and security agencies are investigating whether Ulfat was linked with any new terror module or was planning a major conspiracy," he said.
