Kelly had previously indicated his support for the PRO Act, but with reservations about certain provisions.
Fain has been critical of former President Donald Trump's approach to union workers, accusing him of prioritizing big donors over blue-collar workers. The United Auto Workers recently endorsed Harris, underscoring their influence in the crucial battleground state of Michigan.
