United Australia Party candidate Ingram Spencer has refused to face court for a second time.
The UAP candidate for the seat of Higgins is facing 13 charges including using a carriage service to menace.
Spencer has been in custody for more than two weeks, but refused to leave his cell for the hearing on Thursday.
"He says he doesn't trust the system," a corrections officer who spoke to him told Melbourne Magistrates Court.
Spencer is suicidal and refuses to speak to a lawyer or prison staff, the court was told at his first hearing a week earlier.
A legal aid lawyer said she believed Forensicare was referring Spencer to an inpatient mental health assessment team.
Spencer's UAP biography states he is a father of three, cybersecurity expert, triathlete and director in a major accounting firm.
His case will return to court on May 18.
