U.S. Plans To End The War In Ukraine Include Giving Up Occupied Territory To Russia And Quashing NATO Expectations

The U.S. reportedly presented allies with a plan to end the war in Ukraine, which includes easing sanctions on Russia should a lasting ceasefire be achieved.

Bloomberg detailed that the proposal would have Kyiv give up all territory occupied by Moscow at the moment and quash its expectations to join NATO.

The plan was presented at a round of talks between Trump officials and European counterparts in Paris on Thursday, officials told the outlet. European officials said the discussions were positive.

The meetings included a conversation between U.S. envoy Steve Witkoff and French President Emmanuel Macron, as well as discussions between Secretary of State Marco Rubio and officials from France, Germany, the UK and Ukraine. Allies will meet in London next week to follow up.

Bloomberg had also reported that U.S. officials said they want to secure a full ceasefire within weeks, with Rubio saying on Friday that the administration is ready to "move on" from peace efforts unless it sees substantial progress soon.

"We need to determine very quickly now, and I'm talking about a matter of days, whether or not this is doable in the next few weeks. If it is, we're in. If it's not, then we have other priorities," Rubio said.

Rubio also had a conversation with Russian counterpart Sergey Lavrov, with State Department spokesperson Tammy Bruce saying that Trump and the U.S. "want this war to end, and have now presented to all parties the outlines of a durable and lasting peace."

Ukraine has already agreed to a ceasefire but said Moscow needs to agree to one as well before moving on. Russia has continued attacking Ukraine in the meantime, with a Sunday missile strike on Sumy killing 34 people and wounding 117.

"Only scoundrels can act like this, taking the lives of ordinary people," Zelensky said following the attack, adding that it took place on Palm Sunday when some people were going to Church.

Zelensky also criticized Witkoff on Thursday, saying he has "taken the strategy of the Russian side." "I think it's really dangerous, because consciously or unconsciously he is disseminating Russian narrative," he added, after Witkoff said the deal to end the war was "about these so-called five territories," apparently referencing occupied territories.

Trump also referenced the war, saying he doesn't hold "Zelensky responsible but I'm not exactly thrilled with the fact that that war started." ""I'm not blaming him, but what I am saying is that I wouldn't say he's done the greatest job, OK? I am not a big fan," he added.
