A Trump administration official explained that the order aims to protect women from what they referred to as 'gender ideology extremism' and to reinstate biological truths within federal government policies. The official emphasized that male and female are immutable biological sexes grounded in fundamental reality.

Furthermore, the federal government will transition from using the term 'gender' to 'sex,' with sex being defined as an individual's unchangeable biological classification. This shift is intended to align federal policies with the belief that sex is a biological characteristic that cannot be altered.
