
The Trump administration is set to instruct heads of agencies within the federal government to gear up for significant reductions in force and develop reorganization plans by mid-March, as reported by Fox News Digital.
An exclusive memo obtained by Fox News Digital reveals that the Office of Management and Budget (OMB) Director and acting Director of the Office of Personnel Management (OPM) will be sending out directives to agency heads on Wednesday. The memo instructs them to eliminate roles and submit reorganization plans by March 13.
However, the memo specifies that certain government positions related to law enforcement, border security, national security, immigration enforcement, public safety responsibilities, as well as officials in specific roles, are exempt from the order. The memo is titled 'guidance on agency RIF and reorganization plans requested by implementing the president’s ‘Department of Government Efficiency’ workforce optimization initiative.'
The memo emphasizes the need for efficiency and cost-effectiveness within the federal government, citing the burden of debt and inefficiency. It highlights the president's executive order from February, which aims to eliminate waste and enhance government effectiveness.

Agency heads are directed to focus on reducing unnecessary functions, consolidating duplicative areas, and streamlining management layers. The memo also calls for a reduction in the use of external consultants and contractors.
Regarding office space, agency heads are advised to close or consolidate regional field offices and align these actions with return-to-office plans to minimize relocation costs for employees.
Reorganization plans are to be submitted in two phases, with the first phase due by March 13 and the second by April 14. The plans should outline a vision for more productive and efficient agency operations by September 30, 2025.
