Miller emphasized that the Insurrection Act is primarily being evaluated in the context of countering cartel activities along the southern border. He mentioned that no decision has been made yet regarding its implementation. In terms of interior enforcement, the focus would be on collaborating with state and local law enforcement to enhance efforts in conducting immigration raids.


As a staunch advocate for stricter immigration policies, Miller played a significant role in shaping immigration restrictions during the initial Trump administration. He supported measures such as child separation in migrant detention facilities and the implementation of a travel ban targeting individuals from predominantly Muslim countries.
