Cardiff Council has said it is aware of the "unauthorised encampment" in the park and said it will "resolve the matter as quickly as possibly".
A local councillor added that the traveller community is being supported by the council to relocate.
The park is located right next to the Llandaff North RFC's clubhouse on Radyr Road. Their teams use the park's pitches for training and matches.
The park's pitches are also used by Whitchurch Rugby Club.
Local resident Alison Morris said: "The car park is really busy, especially at the weekends when there are rugby matches on all the pitches, but it is in constant use so will cause a lot of congestion in the area."
Llandaff North councillor Jennifer Burke-Davies said: "I was actually in the park on my walk when they arrived so it was reported immediately. The council have started the process but are supporting the community to relocate."
A council spokesperson said: “The Council has an “Unauthorised Encampment Protocol” in place which includes various agencies who assist when unauthorised encampments occur in the city. We are aware of the encampment in Hailey Park and this process has been initiated.
“Officers attended the site this morning and will report their findings back to the co-ordinator who will then take all necessary action to resolve the matter as quickly as possible.”
