A training organisation for adult learners has been told it 'requires improvement' by inspectors. The Training Brokers (TTB), in Salford, is an independent learning provider funded by the Greater Manchester Combined Authority.
At the time of the Ofsted inspection in October, there were 80 people on its courses. Sixty-four learners were studying the level two passport into schools programme, eight were on the level one introduction to youth work certificate and eight were studying the level two award in youth work principles.
The courses are provided at a range of community venues across Greater Manchester. TTB's overall effectiveness was judged to be 'requires improvement' and received the same grading in categories of quality of education, personal development, leadership and management and adult learning programmes. For behaviour and attitudes, it was deemed to be 'good'.

Bosses have been told that leaders and tutors need to produce high-quality teaching and learning resources. They must also 'plan and sequence the curriculum logically' for all learners on the passport to schools prorgramme so they can see the links between different areas of knowledge and skills they are studying.
The assessment of learners' work must also be effective and they must receive feedback that helps them to know how they can improve the quality of their work. "Leaders and tutors [should] provide learners with appropriate careers advice and guidance so that they know how to plan their next steps and realise their future career aspirations," the report said.
Rigorous and robust quality assurance processes should also be put in place so that tutors can identify and improve swiftly the quality of education for learners. The report said the arrangements for safeguarding at TTB are effective.
The inspection team said that TTB has a 'clear purpose' for the adult learning programmes it offers. "Programmes are developed to provide adult learners with the skills needed to contribute to meeting the Greater Manchester skills strategy in tackling unemployment," the report said.
"Leaders engage effectively with local employers and the community to plan and deliver learning programmes to meet the shortage of school support workers and youth workers. They plan the delivery of programmes in a range of venues to support some of the most disadvantaged communities across Greater Manchester."
But it said "the quality of education is inconsistent across different groups of learners. Leaders do not ensure that all of the curriculum taught is delivered in a logical and sequential way.
"Leaders do not ensure tutors accurately assess learners' starting points. They are unable [therefore] to monitor effectively individual learners' progress other than the completion of a qualification. They do not ensure that learners make the best possible progress they can to prepare them for their next steps."
