Clement Lenglet equalised for Spurs early in the second half before midfielder Pierre-Emile Hojbjerg scored in the 95th minute to secure qualification to the last-16 for the North London club.
In what could be a blow for Conte, forward Son Heung-Min had to go off injured in the first half after taking a blow to his head and he will be unavailable against Liverpool if he was concussed.
The Reds will come into the match with a morale boost after beating Serie A leaders Napoli 2-0 at Anfield on Tuesday night to round of their Group A campaign with a win before moving through to the knockout round.
Liverpool are in dire need of a win in the Premier League after suffering two consecutive losses to relegation battlers Nottingham Forest and Leeds United.
