The Tennessee Titans have made a lot of changes on their roster during the 2023 offseason, so it comes as no surprise that they’re among the teams seeing one of the lowest percentages of returning players.
According to Jason Fitzgerald of Over the Cap, the Titans are returning 56.5 percent of their players from 2022, tied for the fifth-lowest percentage in the NFL with the Atlanta Falcons.

Entering the offseason, the big question was: are the Titans rebuilding or retooling?

However, after making a win-now addition like wideout DeAndre Hopkins, the Titans emphatically put that question to bed, making it clear this team is not rebuilding despite having limited funds to work with.
Now, not only are the Titans not rebuilding, they figure to be, at worst, neck-and-neck with the Jacksonville Jaguars for the AFC South.
Tennessee has set itself up to be in great shape for 2024, also, as general manager Ran Carthon and Co. will be flush with cap space, with Over the Cap estimating the Titans to have $83.5 million to work with.
