The frequency of black bag and wheelie bin collections in one part of Wales will change this summer. Rhondda Cynon Taf Council announced in January that three-weekly collections will be introduced across the county and the new bin collection schedule will now start from Monday, July 3.
The council is introducing the changes to help it meet its recycling targets for 2024/25 and avoid significant fines. RCT Council states that every household will shortly receive an individual letter that confirms their start date and if there are any collection day changes. Where possible, residents will receive around four weeks' notice of the changes.
Currently, the council is recycling around 67% of the waste it collects. To meet Welsh Government targets, it needs to increase to 70% by 2024/25. Failure to meet this target will see the council liable for fines. Currently, the council could face significant fines of £140,000 for every 1% that they fail to reach.

What changes will be in place from Monday, July 3?
The new changes will mean that houses with a 240 litre (large) wheelie bin can put out the bin (lid closed) for collection. However, no additional black bags will be collected. Houses with a 120 litre (small) wheelie bin can put out the bin for collection, plus one standard black bag (70 litres max) to the side or on top.
Households that use black bags can put out a maximum of three standard black bags (70 litres max) every three weeks. However, over Christmas and New Year, there will be exceptions to the limits set on the black bag and bin waste.
For households with exceptional circumstances, including those disposing of ash which cannot be recycled, residents can request an additional black bags allowance online or request an assisted collection online. Dry recycling, nappy recycling, food waste recycling and garden waste recycling will remain unlimited and will continue to be collected every week.
The council warns that residents who repeatedly fail to recycle could face a £100 fine, which will only be issued as a last resort following awareness-raising exercises and notices from enforcement officers.
