The Three Republicans Who Could Seek To Replace Johnson As House Speaker If His Bid Fails

House Speaker Mike Johnson faces a critical vote on Friday that could determine his political future. While endorsed by President-elect Donald Trump, Johnson's leadership remains under scrutiny as the Republican Party grapples with internal divisions.

Johnson has worked throughout the week to win over skeptical lawmakers, particularly from the House Freedom Caucus, addressing concerns about government spending and legislative priorities. However, holdout Rep. Thomas Massie, who has anticipated his rejection of Johnson's Bid, and undecideds such as Reps. Chip Roy and Victoria Spartz, leave the outcome uncertain.

Should Johnson fail to secure the necessary 218 votes to gain the speakership, the process will continue until a new speaker is elected, leaving Congress in limbo. In an interview Thursday, Johnson remained optimistic, predicting only one "no" vote and expressing confidence that he could clinch the position on the first ballot.

Johnson can't afford to lose any more votes, as the GOP's slim majority and the resignation of now former Rep. Matt Gaetz Means the party has 219 seats in the Lower House. Considering Thomas Massie is already voting against him, he needs for all Republicans to be on his side if all Democrats vote against him.

Should he fail to do so, there are three potential lawmakers who could step up and seek to replace him: Majority Leader Steve Scalise of Louisiana, GOP Whip Tom Emmer of Minnesota, and Judiciary Chair Jim Jordan of Ohio. Each of the three brings distinct credentials and challenges to the table:

Steve Scalise

As House Majority Leader, Scalise is well-positioned within GOP leadership. He served as House Majority Whip from 2014-2018 and as House Minority Whip from 2019-2022, where he was responsible for unifying the Republican Conference as legislation moved through the House of Representatives.

Known for his legislative acumen, he has a strong track record, including advancing conservative policies such as the Tax Cuts and Jobs Act. However, Scalise faces lingering resistance from factions aligned with former Speaker Kevin McCarthy and Judiciary Chair Jim Jordan, with whom he clashed during the 2023 speakership race.

Tom Emmer

Currently the House Majority Whip, Emmer has also served as Chairman of the National Republican Congressional Committee. Representing Minnesota, he has focused on financial policy, sitting on the House Financial Services Committee. Emmer's prior bid for speaker faltered after opposition from former President Trump and distrust from evangelical conservatives over his vote to legalize same-sex marriage.

Jim Jordan

A prominent conservative voice and founder of the House Freedom Caucus, Jordan wields significant influence among grassroots Republicans. He is a staunch advocate for fiscal discipline and reducing government spending, yet, as Politico reports, appropriators and moderate Republicans remain skeptical of his suitability for the role.
