Cardiff council has the most highly-paid officials in Wales with 14 members of staff receiving six-figure pay and pensions packages last year, a report by the Taxpayers' Alliance suggests. The campaign group published the data in their Welsh town hall rich list.
The biggest remuneration package of all was given to Denbighshire’s departing chief executive Judith Greenhalgh. She benefited from a pay package worth £280,189 last year when her salary, pension and an extra £102,000 exit payment were taken into account. Yet she was just one of 145 members of staff who benefited from packages worth more than £100,000 in 2020-21.
Ms Greenhalgh was CEO of Denbighshire council since April 2018, but took a career break after being on "special leave" for around two months. Earlier this year we put together a full breakdown of all the highest paid public sector officials in Wales here.

John O’Connell, chief executive of the TaxPayers' Alliance, said: "Taxpayers facing a cost of living crisis want to know they are getting value for money from their local authority leadership. With households having suffered through the pandemic and now struggling under colossal tax bills, the country needs councils to prioritise key services without resorting to punishing tax hikes. These figures will allow residents to judge town hall bosses for themselves and hold their local councils to account."
The Welsh Local Government Association responded on behalf of all Welsh councils. A spokeswoman said: "These are difficult times for many of the people and communities of Wales and councils across the country are doing everything they can to support them. Councils in Wales need strong leadership in the best of times and have needed that more than ever as local services continue to respond to the pandemic and new challenges caused by the war in Ukraine. Senior officers are instrumental in co-ordinating the local and national responses and run businesses employing thousands of people with large budgets of hundreds of millions of pounds.
"Councils in Wales are committed to meeting the senior pay transparency guidance produced by Welsh Government in addition to needing to refer any changes in chief executive pay to the Independent Remuneration Panel. All produce Pay Policy statements which are fully published and can be found on local authorities’ websites. These are a far more accurate reflection of salaries in councils than set out in the TPA’s report."
