A mother and daughter are among four people dead in a fiery crash after an SUV was deliberately driven at high speed on the wrong side of a highway.

A grey Toyota RAV4 and a silver Camry taxi collided about 3.40am on Monday on Leach Highway in Perth near the intersection of Abernethy Road, police say.

The SUV, which was recorded speeding in the moments before the crash, was engulfed in "fierce" flames that burnt the entire vehicle.

"It's incredibly tragic," Detective Senior Sergeant Hugh Le Tessier told reporters.

"Almost the most horrific incident you could attend ... as a police officer in a road crash scenario, very confronting.

"There's four families that have been severely impacted by this, and it's extremely sad."

The victims were a 58-year-old male taxi driver and a mother and daughter, aged 56 and 81. The unidentified driver of the RAV4 also died at the scene.

Investigators salvaged dashcam footage from the burnt-out SUV, with one of damaged camera's files showing its driver travelling east along Orrong Road before turning left and driving up the Leach Highway off-ramp on the wrong side of the road in a northerly direction.

Less than an hour later, a cyclist was also killed after the 59-year-old and a truck collided in the southern Perth suburb of Bibra Lake. The cyclist died at the scene while the truck driver was uninjured.

The major crash unit is investigating both incidents and police urge witnesses and drivers with relevant dashcam footage to contact Crime Stoppers.
