Suspended terror cop will not face prosecution over 'inappropriate touching' complaints

A suspended Scottish terrorism cop will not be prosecuted after being accused of inappropriately touching a woman.

Temporary Assistant Chief Constable Pat Campbell was flagged to the police watchdog after a complaint was made against him in December of last year.

The Police Investigations and Review Commissioner submitted their full report over the allegations to the Crown Office and Procurator Fiscal Service. However, prosecutors have now decided that no further action will be taken against the police chief.

According to The Daily Record , a Crown Office and Procurator Fiscal spokesperson said: “After careful consideration of the facts and circumstances of the case the Procurator Fiscal decided that there should be no proceedings taken at this time.

"The Crown reserves the right to proceed in the future should further evidence become available."

Police Scotland previously confirmed that Campbell had been suspended by the Scottish Police Authority in connection with a criminal investigation.

Campbell joined Strathclyde Police in 1995.

He later became a Detective Superintendent with the Public Protection and Divisional Crime unit in Edinburgh when Police Scotland was created in 2013.

He was appointed as a temporary Assistant Chief Constable in December 2020 and charged with tackling terrorism and organised crime.

A Scottish Police Authority spokesperson said: "The Scottish Police Authority (SPA) has suspended a senior officer from Police Scotland duties.

"The suspension was effective from Wednesday 1 December and is being reviewed regularly. The Authority will not comment further at this time.”

Deputy Chief Constable Fiona Taylor said: “I can confirm that a senior officer from Police Scotland has been suspended by the Scottish Police Authority.

“This was in connection with a criminal investigation being carried out by the Police Investigations & Review Commissioner and we are unable to comment further."
