Paramedics provided care but he was later pronounced dead.
The fatal incident happened as Storm Eunice hit the region with winds of up to 70pmh.
Scotland Road, on the edge of the city centre, was closed by the fire service due to an unsafe building. Photographs showed the building's roof had come off.
The closure off Scotland Road led to traffic queuing back to Everton Valley as three lanes of traffic were diverted.
The storm also blew the roof off Ormiston Bolingbroke Academy, a high school in Runcorn.
Cheshire Fire and Rescue Service attended the school but the extent of damage inside was unclear.
The Met Office has issued further weather warnings for a wet and windy weekend. Winds of around 50 mph could return to the city on Sunday afternoon.
