State Labor promise $400 million education 'top-up' fund for Gonski reforms

Labor has promised to establish a $400 million education fund to better meet the Gonski school funding model if elected in March.

The School Resource Standard was established after the 2011 national review of school funding by David Gonski, which recommended needs-based funding for schools.

The New South Wales government, under former premier Barry O'Farrell, was the first to sign up to the Gonski reforms, which involve an 80:20 split of state-to federal-money going into public schools.

But there has been a shortfall to reach the funding goal.

The NSW opposition says its proposed Future Education Fund will ensure the state puts in 75 per cent of the School Resource Standard by 2025, which is two years earlier than what the Coalition has planned.

Shadow Education Minister Prue Car said it is a top-up to the current funding. 

"This significant education fund will be used to address declining education standards amongst other things," Ms Car said.

"Free tutoring in critical areas of literacy and numeracy, more teachers and more school counsellors in our high schools."

After the injection of money and the input from the Commonwealth, the funding arrangement will sit at 95 per cent.

The funding deal is set to be renegotiated with the federal government next year.

Labor also plans to establish a permanent literacy and numeracy tutoring program, using money from the fund. 

It would start in July this year and operate in both public primary and high schools. 

The government established an intensive tutoring program during COVID-19 to help children falling behind.

The Coalition has committed $253 million to run the program this year.
