Council teams were forced into placing an exclusion zone around toxic 'asbestos' that was dumped on an Ayrshire street.
A ring of steel now surrounded the pile of dangerous waste on Kincaidston Drive, Ayr for several hours today.
Officials scrambled to the site this morning days after it was reported that children were 'climbing and jumping' on the material containing the deadly spores.
But residents have told how Heras fencing was removed from another spot on Kincaidston Drive just yards away from the problem area.
Puzzled Kincaidston resident, Claire Dunn, told Ayrshire Live: "It is a bit of shambles. It's taking them this long to just take fencing from one part of the car park and move it to the other side where the real danger is."
The removal of the fencing has left another spot of the car park with blue builders' bags left exposed.
It is not known what the bags contain but Claire believes they were fenced off for months until being removed today to patch up the 'hazardous asbestos'.
Claire added: "Kids could easily just move on to jumping all over the other building waste that has been left. It really feels like they don't care about the place at all."
Meanwhile, specialist contractors have been to the site to remove the 'asbestos'.
It is understood that the materials have now been disposed of five days after it was first reported to South Ayrshire Council.
Officials at the local authority vowed to have the items removed on Monday but were forced into fencing off the pile as they wait for trained crews to deal with it.
