The rain has stopped, and the threat to low-lying properties at the swollen Queanbeyan River has subsided.
Queanbeyan's riverside caravan park was evacuated earlier on Tuesday, and SES crews spent the afternoon preparing residents on Trinculo Place and Collett Street for the worst.
A minor flood warning for the Queanbeyan River has been revised, with the river now expected to peak at 5.75 metres by midnight. It was earlier expected to hit 6.3 metres.
SES Queanbeyan unit operations officer Brent Hunter said that with dry days ahead, the worst was over.
"The rain has stopped, which is good news - there's no longer the threat of inundation of properties," he said.
He said crews responded to five calls for help on Tuesday, including one flood rescue.
Riverside Caravan Park manager Danielle Stevenson said the SES had told them to evacuate at about 2pm as a precaution.
"It's better to be on the safe side rather than evacuate people in the middle of the night," Ms Stevenson said.
About 25 guests were relocated to the Queanbeyan Showground and Crestview Tourist Park.
Morriset Street bridge remains closed, along with Oaks Estate Crossing.
Pam Ross from the Leagues Motel said there had already been about a dozen cancellations and no-shows due to the downpour hitting Sydney and widespread flooding further north.
Elaine Richter's Riverbank Cafe was completely closed off from the wet weather, with just three customers enjoying a coffee and a view of the Queanbeyan River's swollen banks.
Earlier, SES crews were called to Captains Flat Road to assist five teachers in evacuating the area. It is understood students had already been removed by families.
The Molonglo River at Oaks Estate was expected to exceed the minor flood level of 4.50 metres on Tuesday afternoon.
The bureau has predicted the river could reach 7.20 metres early on Wednesday morning.
