Scottish FA publish latest KMI report as penalty to Rangers failure noted

The Scottish FA have published their weekly key match incident (KMI) outcomes. 

The new process uses a ranking system to determine the difficulty of an on-field decision and whether or not it was correct.

That verdict is voted by a five person panel and it therefore allows a traffic light rating to be given to assess if the on-field decision was deemed fair, and also if VAR did intervene, was the right outcome then made by the officials. 

From the weekend of September 21 & 22, there were 17 isolated incidents that were looked at. 

Celtic's Premier Sports Cup win over Falkirk dominated, with the panel unanimously agreeing with all eight big refereeing outcomes during the 5-2 thriller. 

The red card shown to Falkirk's Michael McKenna and four of the goals were among the topics discussed.

Rangers' cup tie against Dundee had two notable incidents, and it was agreed, after some debate, that the referee failed to award the Light Blues a penalty on the 38th minute when Cyriel Dessers was fouled by Mohamad Sylla.

But the official's did get the call correct when they pointed to the spot following a tussle between the same two player's 10 minutes later. 

(Image: Alan Harvey - SNS Group) Summarising the discussion around the non-award, the SFA' KMI report said: "The panel discussed this decision at length with the majority (3:2) deeming the on-field decision incorrect, noting that the Dundee defender fouled the Rangers attacker. Two panelists believed that the contact was not sufficient to merit the award of a penalty.

"The majority (3:2) believed that VAR was correct not to intervene while two panelists believed that a penalty should have been awarded after a VAR intervention."
