The Daily Record claims a side from one of the continent's top leagues has submitted the offer.
Torino and Club Brugge have been among the named interested parties in recent times.
But the report states that it's not known at this point who has made the first move.
It's said that as well as the upfront bid, the offer includes sizable add-ons.
Vata, son of former Celtic star Rudi, is into the final year of his Parkhead contract.
He's one of the best young talents at the club.
The 18-year-old is believed to be keen to explore his options, as he's grown frustrated at a lack of first-team opportunities.
Celtic want the Republic of Ireland youth international to extend his deal, but the B team standout is unlikely to agree to this.
He was part of the first-team squad on the pre-season tour but has since returned to B team action. The teen has scored five goals in four games in the Lowland League.
Vata was in the Celtic squad for last weekend’s fixture with St Johnstone but didn’t make the bench.
