A rebel coalition, Alliance Fleuve Congo (AFC), which includes the M23 armed group, recently declared a humanitarian ceasefire in the eastern Democratic Republic of Congo. This move comes after clashes with the Congolese military resulted in hundreds of casualties and a dire humanitarian crisis.

The rebels cited the need to address the humanitarian crisis caused by the DR Congo government and called for an immediate ceasefire starting Tuesday. However, the Congolese military has expressed skepticism about the rebels' intentions, with the military spokesperson questioning the genuineness of the ceasefire announcement.

Accusations have been made against neighboring Rwanda for allegedly supporting the M23 rebels. United Nations experts estimate a significant presence of Rwandan soldiers aiding the rebel fighters in the region.

The recent conflict in Goma, the capital of North Kivu province, led to the deaths of foreign peacekeepers and local officials, as well as the displacement of thousands of residents. The UN reported a significant number of casualties and injuries, highlighting the urgent need for medical supplies and equipment in overcrowded healthcare facilities.

Despite previous statements indicating plans to capture more territories, the rebel alliance now asserts its commitment to protecting civilians and its current positions. The rebels clarified that they have no intention of advancing towards Bukavu or other areas beyond Goma.

While the rebel leader had previously expressed ambitions to march on to Kinshasa, the national capital, the recent communication from the rebel group suggests a shift in strategy towards consolidating control in Goma and safeguarding the civilian population.
