Reason emergency alert didn't work on all phones as some confused by lack of test message

The likely reason why some people got the new emergency alert has been revealed. The Government sent out an alert at 3pm to every 4G and 5G device across the United Kingdom at 3pm on Sunday, April 23 to test its new Emergency Alerts service.

The sound and vibration lasted for about 10 seconds, with the alert including a phone number or a link to the GOV.UK website for more information - which in a time of real emergency would warn if there was a life-threatening emergency nearby. But some did not receive the alert, or received the alert later than expected, which was likely due to the way the alert was sent according to the Mirror.

According to the Government's website, the emergency alerts "work on all 4G and 5G phone networks in the UK" and you do not have to be connected to mobile data or wifi at the time to receive it. However, if your phone was turned off or in airplane mode, connected to a 2G or 3G network, or wifi only, the emergency alert would not have been received.

Some devices simply may also not be compatible with the alert service. The emergency alert will only work on iPhones running iOS 14.5 or later and Android phones and tablets running Android 11 or later.
