And he insists it's 'always' a red card when a defender goes over the ball like the Rangers man did at Fir Park.
Balogun's challenge on Dean Cornelius earned him a first-half red card from Nick Walsh.
It looked like it might leave Gers in the lurch as, having led through a Liam Kelly own goal, they were then pegged back by Ross Tierney's header.
However the 10 men rallied with Scott Wright on target minutes after the restart before James Tavernier netted a penalty.
But the task would have been much easier with a full complement and speaking as part of Ref Watch on Sky Sports News, Gallagher said: "One word, Rob. Wow.
"That will always be a red card if you make a challenge like that and go over the ball."
Some Gers fans were incensed home defender Juhani Ojala was not dismissed for a bad tackle on Scott Wright just minutes later.
It remains to be seen if Giovanni van Bronckhorst's men will appeal the decision with Balogun now currently suspended for Sunday's trip to face Celtic.
