The first leg will be played at the Ulker Stadium Fenerbahce Saracoglu Sport Complex, the stadium has a capacity of 50,530.
UEFA rules state visiting clubs must receive a five percent cut of the total capacity on a matchday for Europa League matches.
In theory, that would mean 2,526 tickets for Rangers. However, with segregation requirements for larger away sections, it is likely the max capacity is down hence the lesser number for Rangers fans.

Going by UEFA guidelines and the 51,700 capacity at Ibrox, Fenerbahce will receive around 2,585 tickets for the return leg next week.
Rangers supporters have been urged to use mandatory coaches to travel to the match with the meeting point moved five kilometres days out from the fixture.
An SLO update confirmed: "Supporters travelling to Istanbul should note the coach pick-up point has today been amended by the local authorities.
"This is due to a religious festival taking place near Sultanahmet Square.
"The mandatory coaches will now leave from Gezi Park at Taksim Square.
"We recognise this late change may cause inconvenience, and unfortunately, the club has no control over it.
"We urge all travelling supporters to plan accordingly and thank you again for your understanding."
