Queen's role rewritten as must-do duties scaled back after mobility issues

The Queen has seen her official duties changed for the first time in more than a decade amid mobility issues that have forced her to pull out of key events. 

Following the Platinum Jubilee , Buckingham Palace has scaled back the 96-year-old's role, with 73-year-old Prince Charles poised to take on some of the more demanding elements.

The annual Sovereign Grant report is signed off by Keeper of the Privy Purse Sir Michael Stevens, who is responsible for the financial management of the Royal household.

It separates the Queen's duties into two sections, Head of State and Head of Nation.

And while both of those remain attending events such as the State Opening of Parliament, once seen as crucial, have been taken out.

This year, amid the Queen's much-publicised mobility issues, Charles and Prince William, Duke of Cambridge, jointly attended the State Opening .

It was one of six key events the monarch was previously required to attend, of which the Prince of Wales has attended five in the past year.

Charles has also attended a number of visits in place of his mother in recent times and given her age The Queen is not expected to travel again.

But Palace sources have downplayed the significance of the changes, saying they were not "drastic" and were instead a small post-Jubilee update, reports the Telegraph.

The previous 13-point list of specific duties which also included receiving state visits and appointing Prime Ministers has been replaces by a definition that explains her role “encompasses a range of parliamentary and diplomatic duties".

The report also switches the Queen's programme of engagement for a more broad "visits in royal programmes" and puts more emphasis on the wider family.

“The Queen is greatly assisted by other members of the Royal family who undertake official duties on behalf of Her Majesty," it states.

Much of the reports language has been made more vague, with specific engagement taken out and replaced with broader definitions.

Her role of Head of State, the report explains: "provides a sense of continuity, a focus for loyalty and an assurance of political independence and neutrality for" institutions which she head up, like the judiciary and armed forces.

Her role as Head of Nation comprises four key elements: "unity and national identity, continuity and stability, achievement and success and support of service", it adds.

The Queen has recently attended a private lunch on Garter Day, sent a message to Royal Ascot and appeared on the balcony during the Jubilee celebrations.

Following the four-day celebration The Queen sent a message to thank people around the world.

On the Sunday she made an appearance on the Palace balcony with her three heirs, Prince Charles, Prince William and Prince George.

They were joined by Camilla, the Duchess of Cambridge, Princess Charlotte and Prince Louis.

Shortly after, she released a message saying: "When it comes to how to mark seventy years as your Queen, there is no guidebook to follow. It really is a first. But I have been humbled and deeply touched that so many people have taken to the streets to celebrate my Platinum Jubilee.

"While I may not have attended every event in person, my heart has been with you all; and I remain committed to serving you to the best of my ability, supported by my family.

"I have been inspired by the kindness, joy and kinship that has been so evident in recent days, and I hope this renewed sense of togetherness will be felt for many years to come.

"I thank you most sincerely for your good wishes and for the part you have all played in these happy celebrations."

She signed it off "ELIZABETH R".

The changes and increased focus on Charles comes at a time when he has been in the spot light for the wrong reasons, first for allegedly accepting a suitcase stuffed with €1 million from a Qatari sheikh and then for allegedly honouring Tory peer Lord Brownlow after he bailed out the Prince's failed Scottish eco village to the tune of £1.7 million.
