Other guests will include members of royal families from across Europe, many of whom were blood relatives of the Queen.
Leaders from across the Commonwealth, of which the Queen served as head for the entirety of her reign, are also expected to attend.
Australian prime minister Anthony Albanese, New Zealand prime minister Jacinda Ardern and Canadian prime minister Justin Trudeau have accepted invitations.
Prime Minister Liz Truss is due to hold meetings with Mr Biden, Mr Martin and other world leaders at the weekend ahead of them attending the state funeral.
TUV leader Jim Allister will not be attending the funeral as he has not been invited, a party spokesman said.
House of Lords member Baroness Kate Hoey questioned on Twitter why Mr Allister had not been included when the SDLP had been invited.
The SDLP is the fifth-largest party at Stormont with eight seats after receiving 9.1% of first-preference votes in May's election, while Mr Allister was returned as his party's only MLA but TUV achieved a 7.6% vote share.
Baroness Hoey asked: "Why has Jim Allister, leader of the TUV in Northern Ireland and whose party won only a tiny percentage fewer votes than the nationalist SDLP, not been invited to the funeral of the late Queen Elizabeth if the SDLP leader has been?"
People Before Profit MLA Gerry Carroll, who is opposed to the monarchy, confirmed he will not be attending.
The Queen's lying in state in the Palace of Westminster will continue until 6.30am on Monday before the coffin is taken in a grand military procession to Westminster Abbey for the state funeral at 11am.
Senior members of the royal family are expected to follow behind, with the military lining the streets and also joining the procession.
