CHANDIGARH: Punjab police on Wednesday said that just 10 days before the murder of singer Sidhu Moose Wala, they had sent a proposal to the CBI for issuance of a Red Corner Notice (RCN) for extradition of Cananda-based gangster Goldy Brar, who has claimed responsibility for the singer’s murder on behalf of the Lawrence Bishnoi gang.
A native of Muktsar Sahib, Satinderjit Singh alias Goldy Brar had gone to Canada on a student visa in 2017 and is an active member of the Bishnoi gang.
Police officials said that the proposal to the CBI was sent on the basis of two cases, including FIR No. 409 dated November 12, 2020, under various sections of the IPC including attempt to murder and the Arms Act at police station City Faridkot; and FIR No. 44 dated February 18, 2021, for murder and criminal conspiracy, and under the Arms Act at police station City Faridkot.
The Punjab police had also sent a proposal to the CBI earlier on May 5 seeking issuance of an RCN against gangster-turned-terrorist Harwinder Singh Sandhu alias Rinda of village Rattoke in Tarn Taran.
Rinda, who is responsible for inducting and operationalising many terrorist modules in Punjab in recent past, is now based in Pakistan. Backed by the Pakistan intelligence agency ISI, Rinda is responsible for smuggling in huge quantities of arms and ammunition into India. Earlier this year, a huge cache of arms and ammunition, and IEDs recovered from four terrorists arrested in Karnal in a joint operation with Punjab police also belonged to Rinda.
Rinda was responsible for rocket propelled grenade (RPG) attack on Punjab police intelligence headquarters in Mohali through his operatives, grenade attack on CIA office Nawanshahr in November last year and IED attack on police post Kahlwan in Anandpur Sahib.
Both these Punjab police proposals are under process at the level of the CBI for liaison with Interpol and on execution of the RCNs, extradition proposals shall be moved through the Union ministry of home affairs and Union ministry of external affairs.
The RCN against Rinda has been sought in three cases of Patiala district including FIR No. 3 dated January 6, 2014, for attempt to murder, voluntary causing hurt and various other sections of the IPC at police station Tripuri; FIR No. 74 dated May 26, 2016, for attempt to murder, other sections of the IPC and under the Arms Act at police station Sadar Patiala; and FIR No. 173 dated July 19, 2016, for dacoity, criminal conspiracy, under the Arms Act and under the NDPS Act at police station City Rajpura.
