Hundreds of protesters have gathered outside the National Press Club where Prime Minister Scott Morrison is due to speak on Tuesday.
It is the second day of an anti-vaccination mandate campaign, known as the Convoy to Canberra, which included a march on Parliament House on Monday.
Protesters have also set up a camp near the National Library, but it may be short-lived.
A spokesperson for the National Capital Authority, which is responsible for the administration of areas within Canberra's national triangle, said the agency was "coordinating with ACT Policing any action required to enforce the provisions in the Trespass on Commonwealth Lands Ordinance 1932".
"The NCA recognises the fundamental right of Australians to freedom of expression and peaceful protest, but we need to ensure public safety and protection of assets on national land."
