President Carter is scheduled to lie in state at the U.S. Capitol starting on Tuesday and continuing through Thursday morning. Originally, Carter and his family were expected to arrive at Joint Base Andrews outside D.C. at 12:45 ET. However, due to the weather conditions, the arrival has been delayed.
The revised plan now includes a horse and buggy procession in D.C. to transport Carter's body to the Capitol building, which is rescheduled for 3:30 p.m. ET. Following the procession, a formal service will be held at 4:30 p.m. for members of Congress to pay their respects. Subsequently, the public will have the opportunity to visit Carter in the rotunda.
Notable figures such as Vice President Kamala Harris, House Speaker Mike Johnson, and Senate Leader John Thune are slated to deliver brief eulogies for President Carter during the afternoon ceremony.
