Premier League trials of temporary concussion substitutions rejected for 2023/24 season

A temporary concussion substitution trial in the Premier League for next season has been rejected by the lawmakers of the game after a meeting on Wednesday.

The International Football Association Board met at Wembley to discuss the possibility of introducing the temporary substitution if a player is suspected to have concussion, but the lawmakers decided it wasn't necessary.

A request was made from the world players’ union Fifpro and the World Leagues Forum to trial the new rule for next season in the Premier League, Ligue 1 and Major League Soccer in a bid to offer more protection to players. FA chief executive Mark Bullingham, who was in favour of the trial, said no agreement could be reached though.

Bullingham spoke after the news broke of the trial not coming to the Premier League: “There were very strong and very different views in the room, and we didn’t reach a consensus,” he said. “We agreed that it would remain under active review.”

The FA chief was then asked if the trial is close to coming to the Premier League or whether the meeting pushed it further away.

“It’s been pushed further away," said Bullingham. "I tabled it a year ago, I tabled it again today. There are different points of view and they all have merit. I’m probably not the best person to give you both sides of the argument, but there won’t be IFAB support for a trial right now.”

The news of the rejection is a major blow to brain injury campaigners who thought the temporary concussion substitute rule would give the best protection to players.
