Premier League clubs are eyeing a new rule change as part of a new finance deal that could affect young talents at Arsenal, Chelsea and Tottenham.
A shareholders meeting was held this week that discussed plans for "a new deal for football" bringing changes to the parachute payments system, greater redistribution down the football pyramid and investment in infrastructure for League One and League Two stadiums. Chelsea are one of the most well-known clubs for using the loan system to develop young talents in the past, whilst Arsenal and Spurs have also benefitted from loaning players out before becoming a part of the first team squad, most notably Harry Kane for the latter.
With Brexit having reduced loan opportunities abroad for Premier League talents, clubs now want Championship sides to commit to developing British youngsters. Premier League sides have been frustrated with the lack of competitiveness at Under-23s level, with leagues lower down the football pyramid becoming an increasingly important place for young talents to develop their skills.

As per The Guardian, Premier League clubs want Championship sides to commit to develop their talented youngsters as part of a change to the structure of finances in the English game. However, some directors feel that the more physical demands of football lower down the pyramid are not best suited to developing Premier League skills, particularly among players who have not fully developed physically.
Clubs in the top-flight are eyeing a new rule change that would see Championship sides be obliged to field a certain number of Under-23s players in their first teams. The change would match up with the Football Association’s ambition to reinforce pathways for future England internationals to develop.
The likes of Tottenham's Harry Kane, Chelsea's Mason Mount and Arsenal's Emile Smith Rowe have shown there is a benefit from loaning players out to sides in lower divisions with the opportunity to excel in the first team in the English top-flight. Kane had loan spells with Leyton Orient, Millwall, Norwich City and Leicester before breaking into the Spurs' senior team and going on to score 183 goals (and counting) in the Premier League.
The request from Premier League clubs comes as football attempts to find a collective solution to the challenges raised by the fan-led review of football governance. The Premier League is said to be confident that plans are in place for a response to the government's demand of an increase in redistribution down the English pyramid.
