Plans for affordable housing near Cardiff Airport train station set for final approval

Plans to build affordable homes on land next to the Cardiff Airport train station look set to be given the go ahead. The Vale of Glamorgan Council's planning committee are set to meet on Thursday, May 25 to discuss plans for the 15 homes proposed for land at Heol Y Pentir in Rhoose.

If the final plans are approved by the planning committee, the housing development will consist of nine two to three bedroom homes to the north of the site and a block of six single bedroom apartments to the south. The application also includes plans for a car park and play area.

An outline planning application for the homes has already been approved by the Vale of Glamorgan Council. However, the application being brought before the planning committee this week will look at the 'reserved matters' of the scheme.

These are the finer details of the proposal, like its scale, the potential impact on amenities, access and parking, flood risk, ecological impacts and noise. If approved, the application will effectively rubber-stamp the development and allow it to go ahead.

A council report on the proposed development for Rhoose states that one resident came forward to object to the local authority about the plans. Their objections highlighted a number of concerns, including a potential increase in congestion, a lack of infrastructure in Rhoose, an increase in noise and disturbance and an impact on residential amenity.

In response to some of these concerns, the Vale Council report states: "The proposed development would be a substantial distance from properties along Torbay Terrace and separated by a train line. Therefore, the proposal does not raise concern in respect of dwellings being overbearing or potential for overshadowing or loss of light towards Torbay Terrace."

On congestion, the report adds: "The addition of 15 houses at the site is not likely to result in any significant level of traffic and the development is unlikely to materially add to congestion or in itself cause problems for the free flow of traffic locally and in the wider network." The Vale of Glamorgan Council's planning committee has been recommended to approve the application at this week's meeting which is scheduled to commence at 4pm and can be viewed live here.
