Plans for 132 flats, a bar and offices would be ‘centrepiece’ of town centre’s redevelopment

Plans for a huge ‘centrepiece’ development in Radcliffe town centre include 132 flats, a bar and office space.

The site, on Green Street, used to be occupied by the demolished swimming baths and is presently vacant following removal of a temporary Covid -19 testing centre. Strategic plans for the regeneration of Radcliffe describes it as the ‘Blackburn Street Gateway’.

Developers WC Investments Ltd say the development will be ‘a modern centrepiece to the town that residents can have pride in’ and would ‘reinvigorate the high street’.

They plan to build three apartment blocks, a bar, commercial units and office space for a major company at the site, listed as Building A, where it is proposed the homes would be let for market rent, would have 35 apartments.

Another site, Building B, would have 53 affordable rent flats and building C would consist of 44 rent to buy apartments.

The plans also include the creation of what the developer describes as ‘prime office space that will form the headquarters of an established company’.

A design statement in support of the plans said: “The introduction of residential properties will support the vibrancy of the town centre and the local economy. It will form a gateway development to Blackburn Street and create a sense of arrival.

“It will have very good energy efficiency and carbon reduction standards. From the outset, this scheme has been designed to be inclusive in respect of its relationship to the town centre and the local community.

“Building positioning, scale and massing have been designed in the interests of the town centre and in response to the Radcliffe Strategic Regeneration Framework. Elevations are designed to provide active façades throughout.”

The Radcliffe Strategic Regeneration Framework document says the application site ‘creates a prominent negative space and lack of coherent urban form at this key gateway to the town centre’.

The redevelopment of the application site has long been identified as a strategic priority for the town centre. The application will be considered by Bury Council planning committee at a date yet to be decided.
