Phoenix Police Department Under Investigation For Civil Rights Violations

New York City Police Department (NYPD) police officers

The Justice Department has revealed that an investigation into the Phoenix Police Department has uncovered troubling findings of unconstitutional behavior and discrimination. The report states that police in Phoenix have been using excessive force and discriminating against Black, Hispanic, and Native American individuals.

According to the Justice Department, the Phoenix Police Department has been unlawfully detaining, citing, and arresting people experiencing homelessness, as well as discriminating against individuals with behavioral health disabilities during emergency responses.

Attorney General Merrick Garland expressed concern over the pattern of conduct that deprives residents and visitors of their rights under the Constitution and federal law. The release of the findings report marks a crucial step towards accountability and transparency.

The investigation, which began in August 2021, involved interviews, police interactions, document reviews, and body-worn camera footage analysis. The Justice Department found instances of excessive force, including unjustified deadly force, and violations of civil rights during protests and demonstrations.

In response to the findings, the Justice Department proposed negotiations for a comprehensive court-enforceable settlement with independent monitoring. The goal is to work with the City of Phoenix and the Phoenix Police Department to implement meaningful reforms that protect civil rights, enhance safety, and build trust within the community.
