Permission granted for former Cardiff primary school left vacant for years to be demolished

Permission has been granted to demolish a former primary school in Cardiff that has sat empty for nearly four years. Ysgol Gymraeg Glan Morfa moved out of their former site in Moorland Road in Splott in 2018 before moving into a new complex nearby.

The site has stood vacant ever since, however permission has now been granted for the building to be knocked down as part of a redevelopment project that will see it replaced partly with social housing. Hoarding boards appeared around the site's perimeter earlier in the year with residents notified by Cardiff council about plans to demolish the building, which has stood for several decades.

The single-storey building, adjacent to Moorland Primary School, is set to be demolished as part of a school re-generation project, according to the planning application. Ysgol Gymraeg Glan Morfa moved from its Moorland Road location in 2018 to a new £7.8 million site in Lewis Road.

The new school can accommodate around 420 pupils across two classes per year, from reception class to year six, and provides 80 part-time nursery places. The old building, which the project brief states was built in the "mid-1900s", is a solid brick and block construction with a flat concrete beam roof which has been converted to a metal clad pitched roof.

Work on the site, which is located on a floodplain, will also include asbestos removal and the installation of a new path between the existing and old school sites. The site was formerly home to Moorland Gardens, which was opened to the public in May 1895.

There are a number of trees, some of which are believed to be among the oldest in Cardiff, with protection orders within the site boundary. However, the decision notice says that the councils planner for trees and landscaping is satisfied that there will be no harm to trees of amenity value, subject to the development being undertaken in accordance with the submitted details.

An estimated 20% of the Glan Morfa site is expected to become part of Moorland Primary School. The remaining 80% of the site could be re-developed to allow social housing to be constructed, however there are no confirmed plans of what will be built on the site.

LCB Construction submitted the construction phase plan, which says that, prior to the site being re-developed, it will be used as additional parking as part of the Moorland Road redevelopment. It may also be used as an additional play area for the existing school whilst the redevelopment is being carried out.
