Pakistan's new normal? Climate change triggers record monsoon floods

First the glaciers melt, then the heavens open. As Pakistan bails out from unprecedented monsoon flooding comes the stark realisation that this is not some freak of nature, it is the new normal for a nation that scientists rank among the most vulnerable to global warming. We ask about the challenges faced by rescuers.

What is expected of the international community? The UN has launched a funding drive and the IMF has agreed to debt relief. And should Islamabad put aside its rivalry with India on this one? Droughts and floods are a peril so great that some suggest a rethink of the way Pakistan is run. 

Critics point to the promises of 2010, when deadly flooding of the Indus River prompted a plan to overhaul disaster management. What became of that plan? How to achieve better governance in the face of this new reality?
