
The head of the NYPD, Jessica Tisch, expressed concerns over the state's progressive bail reform laws, citing a 'revolving door' system that releases repeat offenders back onto the streets swiftly. Tisch highlighted a case where a serial violent offender with numerous past arrests attempted to rape a woman on a train, emphasizing the dangers posed by the current laws.
Tisch mentioned that while overall crime rates in the city have dropped in the last three months, the issue of recidivism persists, with violent offenders continuing to victimize innocent New Yorkers. She criticized the impact of the 'defund the police' movement on the NYPD, stating that the force is facing a hiring crisis despite having the necessary resources.
Addressing concerns about immigration enforcement, Tisch clarified that the NYPD would prosecute crimes regardless of immigration status and would not participate in civil immigration enforcement activities.



Despite the challenges posed by the bail reform laws and hiring issues, Tisch noted a positive trend in crime reduction, with double-digit declines in citywide index crime for the third consecutive month. She emphasized the importance of recruiting more officers to enhance public safety.
