NRCC names 26 House Democrats to initial target list for 2026 - Roll Call

The National Republican Congressional Committee on Monday released its initial list of 26 House Democrats the party plans to target in next year’s midterm elections.

The list reflects the districts where Republicans believe they have the best chance to grow their majority next year, as they seek to buck the historical trend of the president’s party losing seats in midterm years. The list includes all 13 Democrats who represent districts that backed Donald Trump last year, several of whom have been longtime Republican targets. 

“House Republicans are in the majority and on offense,” Rep. Richard Hudson of North Carolina, chairman of the NRCC, said in a statement. “Meanwhile, vulnerable House Democrats have been hard at work demonstrating they are painfully out of touch with hardworking Americans. Republicans are taking the fight straight to these House Democrats in their districts, and we will unseat them next fall.”

House Democrats had a net pickup of one seat in last year’s elections, leaving Republicans with a threadbare majority. The Democratic Congressional Campaign Committee has yet to release its list of targeted Republicans as part of its Red to Blue program for the 2026 cycle. 

The NRCC list, though, is similar, but not identical, to the 26 House Democrats the DCCC named to its Frontline program for vulnerable incumbents earlier this month. 

The Republican list includes Florida Reps. Darren Soto and Jared Moskowitz, who represent districts where Trump made gains last year; as well as New Hampshire Rep. Chris Pappas, who has said he’s considering running for his state’s open Senate seat. Soto, Moskowitz and Pappas weren’t named to the Democrats’ incumbent protection program. 

But Democrats did include Reps. Jahana Hayes of Connecticut, John W. Mannion of New York and Janelle Bynum of Oregon, who are not among Republicans’ initial targets.

Following the release of the GOP target list, the DCCC expressed confidence in the Democrats on its Frontline list.

“House Democrats overperformed across the country in 2024, powered by our battle-tested candidates who won despite the NRCC’s false bravado and these Frontliners will win again in the midterms,” spokesperson Viet Shelton said in a statement.

The 26 House Democratic incumbents initially being targeted by the NRCC are:

  • Darren Soto of Florida
  • Jared Moskowitz of Florida
  • Frank J. Mrvan of Indiana
  • Jared Golden of Maine
  • Kristen McDonald Rivet of Michigan
  • Don Davis of North Carolina
  • Chris Pappas of New Hampshire
  • Nellie Pou of New Jersey
  • Gabe Vasquez of New Mexico
  • Dina Titus of Nevada
  • Susie Lee of Nevada
  • Steven Horsford of Nevada
  • Tom Suozzi of New York
  • Laura Gillen of New York
  • Josh Riley of New York
  • Marcy Kaptur of Ohio
  • Emilia Sykes of Ohio
  • Henry Cuellar of Texas
  • Vicente Gonzalez of Texas
  • Eugene Vindman of Virginia
