New Study Highlights Persistent Problem Gambling Issues in New Jersey

recent study conducted by Rutgers University's School of Social Work, Center for Gambling Studies, has shed light on the ongoing challenges of problem gambling in New Jersey. The report, a follow-up to a 2017 study, offers a comprehensive look at the state's gambling landscape, particularly in the wake of the legalization of online casino gaming and sports betting.

Key Findings of the Report

The study, led by Dr. Nia Lower, reveals several critical insights into gambling behaviors among New Jersey residents:

  • Increased Participation in Gambling: Approximately 61% of New Jersey residents engaged in at least one of the 15 gambling activities listed in the survey over the past year. This includes a notable rise in sports wagering and online gambling.

  • Problem Gambling Rates: While there has been a slight decrease in high-risk problem gambling (from 6.3% to 5.6%) and low- to moderate-risk gambling (from 15% to about 13%), New Jersey's problem gambling rate remains about three times the national average.

  • Shift to Online Gambling: The proportion of online-only gamblers has nearly tripled since 2017, from about 5% to nearly 15%. Additionally, the number of people gambling at both online and land-based venues has nearly doubled.

  • Demographic Variations: The study also highlights differences in gambling behaviors across various demographics, including gender, age, marital status, and income levels. For instance, men are more likely to engage in high-risk problem gambling than women, and younger adults are more likely to gamble online.

State's Response to Problem Gambling

In light of the recent findings on problem gambling in New Jersey, state authorities have taken a proactive stance to address and mitigate the issue. The response from state officials, particularly from the Attorney General's office and the Division of Gaming Enforcement, underscores a multifaceted approach aimed at supporting those affected by gambling addiction and promoting responsible gambling practices.

Key Elements of the State's Response

  • Enhanced Self-Exclusion Programs: One of the primary measures introduced by the state is the simplification and promotion of self-exclusion programs. These programs allow individuals to voluntarily ban themselves from participating in gambling activities, both online and at physical locations. By making the process more accessible and user-friendly, the state aims to encourage individuals who struggle with gambling addiction to take proactive steps in managing their behavior.

  • Appointment of a Responsible Gaming Coordinator: Recognizing the need for dedicated oversight in this area, New Jersey has appointed a coordinator to oversee all responsible gaming efforts. This role involves coordinating various initiatives, ensuring that they are effectively implemented, and continuously assessing their impact on problem gambling in the state.

  • Setting Advertising Standards: In an effort to promote responsible gambling, New Jersey has set standards for gambling advertising. These standards are designed to prevent misleading promotions and to ensure that advertisements do not target vulnerable populations, such as minors or those with a history of gambling problems. By regulating the marketing practices of gambling operators, the state aims to reduce the potential for problem gambling.

  • Collaboration with Online Wagering Companies: The state is working closely with online wagering companies to leverage technology in identifying and assisting at-risk patrons. This collaboration involves using data and analytics to detect patterns of problem gambling behavior and intervening when necessary. Online platforms are in a unique position to monitor gambling activities and can play a crucial role in providing timely support to individuals showing signs of problematic gambling.

  • Public Awareness and Education: New Jersey is also focusing on increasing public awareness about the risks associated with gambling and the resources available for help. Educational campaigns are being launched to inform the public about the signs of problem gambling, how to seek help, and the importance of gambling responsibly.

  • Research and Evidence-Based Interventions: The state is committed to using the data and insights from studies like the one conducted by Rutgers University to inform its strategies. By understanding the demographics and behaviors of those most at risk, New Jersey can tailor its interventions to be more effective.

The Broader Impact

This report, released during Responsible Gaming Education Month, underscores the complex nature of gambling in New Jersey. It provides valuable data to guide prevention and education efforts, particularly for vulnerable groups such as younger adults and ethnic and racial minorities. The findings also reflect the evolving landscape of gambling, with a significant shift towards online platforms and the growing popularity of sports betting.

As New Jersey continues to navigate the challenges and opportunities presented by its gaming industry, this report serves as a crucial tool for policymakers, stakeholders, and the public in fostering a responsible and sustainable gambling environment.
